You do not really clarify what is the issue...
From the Terminal.app Found in Application/Utilities, to see progress of FileVault, copy and paste:
sudo fdesetup status
To stop the process, copy and paste: (please note: your psswd will not echo)
sudo fdesetup disable
If you disable FileVault in this manner reboot your Machine—
After restarting, FileVault continues the process of encrypting / decrypting.
You can see more info from the man page in terminal, copy and paste:
man fdesetup | more

To turn off FileVault, please refer to the section "Turn off FileVault" in the following article: Use FileVault to encrypt the startup disk on your Mac - Apple Support.
If FileVault was turned on - one must wait for it to finish the encryption process. Once that is done - it can be turned off as per previously suggested by @6x6
