Stupid question--where do I view the photos that are no longer on my phone?

How were they removed from the iPhone?

How were they put on iCloud?

Are you using iCloud Photos?

If so, and you deleted them from the iPhone manually, then they also get deleted from iCloud, as iCloud photos is a syncing service not a backup. Anything you do on the iPhone while iCloud photos is turned on is synced to iCloud, so the photos would be deleted from there as well.
