I can't drag and drop files from my old Seagate external drive to my new one to copy. I have successfully used the new drive for Time Machine, but can't copy files on external drive.

If you setup the new TM drive under Big Sur it will be formatted APFS, Case sensitive, and you'll have only read privileges. That's the nature of the beast. TM drives must be used only for Time Machine back-ups.

Your inability to drag files from one external drive to the other may be a permissions issue. It sounds like the new HD is write protected. Are you presented with any info or error message when the files won't copy?
Also, I must warn you that it's never a good idea to use the Time Machine back up drive for storing other files. It's a recipe for disaster. Time Machine is sensitive to file mishandling via the Finder.
