You may have Screen Time Restrictions set to ON.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔ Deleting Apps : Set this to ALLOW.
Then try again.

Consider the Following:
Hold you finger on the icon until it wiggles. Then tap on the white-colored "i". Note that this would have to be done one-at-a-time, as they cannot be deleted all in a group.
Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
That is the old way to do it. After Apple started doing all the ISO updates, that option has totally disappeared! I can only remove them from my screen now, I cannot remove it from my phone. What can I do?
I tried it, it wouldn’t remove it from my phone, it only removed it from my screen. That’s not what I want. I want it washed off my iPhone
