You can try this, but I don't honestly know if it's possible to get Netflix back on such an out of date device --> Redownload apps and games from Apple - Apple Support

If you can't, it's time to buy a newer iPad. Netflix requires an iPad capable of running iOS 13 or higher. Your signature suggests you have an iPad on iOS 9. That means you have a very old iPad not capable of running the newer iOS versions.
