I need help restoring photos permanently deleted from my iCloud account about 7 days ago.

Check iCloud Directly:
Go here, and see if you can access these photos: https://www.icloud.com/photos
Photos deleted from recently deleted are erased immediately from iCloud server and can't be recovered , in case if you have set up time machine or backed up .
