It doesn't say "banned", it says "disabled." It is not the same thing and it helps if you accurately report informaion when posting here or else you may get incorrect solutions. ;-) It's kind of like going to a doctor and saying you have a broken arm when really you have a broken leg.
Apple says if you see this message, "there might be a problem with the payment method that you have on file." Apple Support is the only one who can fix this for you.
