Problem with availability of ECG application in my country (Ukraine).

I have a problem with availability of ECG application in Ukraine. About a week ago my country (Ukraine) appeared in a list of countries where ECG app is available. I updated my iPhone 11pro to iOS 14.7 and my Series 6 Apple watch SE to WatchOS 7.6 (latest official versions), but ECG is still not available for me. Additionally tried to update iOS to iOS 15 beta, but ECG still not available. Can you, please, suggest a solution for this issue?
