My bank won’t open a new account until they know there has been a scan done on this new phone. Please handle or advise. My settings will not allow a scan n download

That's not a thing, except a scam.
There is no way to “scan” an iPhone. The iOS uses a sandboxed file system, so no “scanner” has any access to any other apps protected file space.

Not a scam. Navy Federal has locked my account down. Trying to open a replacement/new account. I did a security scan on desktop. Now they also want one on phone. If you are good with this, please call Navy at 1-844-640-1861 with option 2. Tell them the phone is clear
