I can't find the app store on my apple watch or in the apple watch app

According to:

Delete built-in Apple apps from the Home screen on your iOS 14 or iPadOS device or Apple Watch - Apple Support

you should not be able to delete the Apple Store. Try to search for it:

Use Search on your iPhone, iPad, or iPod touch - Apple Support

On your iPhone, tap:

Watch > My Watch

and scroll down to the "INSTALLED ON APPLKE WATCH" section and see if Apple Store is listed there.

The watch app store was introduced in WatchOS6,your tag line line says watchos4.
