I’m not find the app library on my mini iPad after following directions. My software is 14.6

cannot find app library on mini pad pad 4. I followed directions it did not work. My software is 14.6

With iPadOS 14.x there is no App Library on iPads (it is on iPhones). The App Library is planned to be released on iPads when iPadOS 15 is released this fall. See: https://www.apple.com/ipados/ipados-preview/features/
