How do I authorize who and who cannot use the subscription?

Everyone in your family group has access to an Apple Music family plan. See the following from Get an Apple Music family subscription - Apple Support

If you already set up Family Sharing, everyone in your family group will automatically have access to Apple Music after you subscribe.
