transfering iTunes library to a new computer

After downloading iTunes and importing my iTunes library many of the songs are grayed out and will not play. Most, if not all of the affected tunes were either ripped from a CD or downloaded from a source other than Apple. Some of the songs I ripped or downloaded from other sources are not affected. The affected songs' "iCloud Status" is "waiting" and all the other songs' status is either "Apple Music" or "Purchased" How do I fix the problem so that all the songs play?
