International Credit Card is not being accepted as a method of payment

I am Brazilian and have a Master International Credit Card and have also activated international payments. I have an American (U.S) account because I created when I was visiting the country before and I still using the account to buy songs and apps . Apple does not accept my international card and says "Your Payment Method is declined. Please enter valid payment method information."

Can someone help me?
