I am unable to send texts to anyone except to another apple user through imessage. I have the SMS on and also the MMS on. have restarted multiple time with wifi and without. any help?

Contact your cellular carrier. SMS is a carrier feature and you need to have an SMS/MMS profile setup on your account. Since you just activated a new phone, the carrier may need to make a change to your account. There is no setting on the iPhone for SMS.
