Why are there dark mode glitches across certain apps? Is it an iPhone thing interfering with the app or the app itself? For example the Facebook app… in order to get dark mode on that app you must change your Facebook settings. However EVERYTIME I download something new or mess with any of my iPhone settings. Dark mode will briefly disappear on the Facebook app.

That has to do with the apps settings and how it is configured for the iPhone's Dark Mode. Not all apps support the iPhone's Dark Mode, and as you found, require their own settings.
