How to get Netflix app on iPhone with iOS 12

Please I need permission for downloading iOS 13 to can uploads Netflix app for my daughter or having a permission for an old version from Netflix app working with iOS 12 to can use it because it doesn’t work

An iPhone 6 isn't capable of running anything newer that iOS 12.5.4. It's not about permissions, it just doesn't have enough RAM and a fast enough CPU to run a newer operating system.
