I can not change a region/ country to download the application

I try to change my phone to use Thai store and swap with aus store seem like I can not download application from both store.

Changing country or region on iPhone 5c I've been trying to change the region of the App Store on a iPhone 5c I bought on kijiji but when I click setting and open the app/iTunes then click on my account, it doesn't give me the option to change it. Also won't even let me send a direct message to apple, add payment methods, etc.
