The iPad mini4 does not support USB PD (Power Delivery) Fast Charging - but is fully compatible with USB-C Power Adapters when used with a USB-C to Lightning cable.
The maximum charging rate of the iPad mini4 is 12W (2.4A @5V). The iPad will only draw its maximum charging current - and will automatically regulate charging of the iPad battery. A higher wattage Power Adapter will do no harm.

Troubleshooting generally requires substitution of the Power Adapter and cable for another known-good item. If you are unable to identify the source of the problem, you would be well advised to take your iPad, Power Adapter and cables along to the Genius Bar at your local Apple Store - where the technicians will be able to test and assess your kit.
