In the same iphone storage settings, check you don't have a massive Recently Deleted.
If that is empty and you think the Other is bogus then you have to
Backup, Restore, Them restore the backup.
Considering the size of your photos I hope that you have them stored elsewhere for safety, like on a computer, before you perform this open-heart bypass surgery on the phone.
