Forgot security questions and unable to reset due to insufficient information

System will not allow me to reset the questions and I can not find a live chat feature to get actual help from an Apple consultant. I have looked at other peoples answers and the links they provide just take me in circles and do not fix this issue. I just need to be able to access my Apple ID but I can't due to the security question issue

Get Support      -    Work through the screens to get a chat option. You may have to pick a slightly different problem.

Based on multiple posts I have read, they will not help you recover the answers to your security questions.
