Usually when I make an outgoing call I can hear the other person' phone ringing on my phone. When I ring one particular person on his Samsung phone he gets the ringtone but I cannot hear it on my iphone and the call then drops out after a couple of rings. At this stage it only appears to be happening to this one caller. Any suggestions?

When the call goes from your iPhone to that particular person's phone, the carriers would deal with the handoff. Since this is one specific person, this might not be an issue with your iPhone.
However, if you'd prefer, you can try troubleshooting the connection with your carrier if you prefer with the steps here even if you can successfully receive other calls: If you can't make or receive calls on your iPhone
