i need to make an itunes account for my new appletv but i only got android phone and cant do it on tv how can i get new aaccount set up on itunes so i can use my tv .

such as the App Store, iTunes, Apple Music, iCloud, iMessage, FaceTime and more.
Apple has a page of info that may help you:
(ie: click the link the page that opens, to create a new account if you do not have one.)

If / when you have an Apple ID account:
Get your Apple ID ready for purchases or downloads on your Apple TV
ie: If you see "No iTunes Store account" on your Apple TV, follow the steps in the article (scroll down for Android phone)
