Region

Hello. I am living in Belgium and bought a new IPhone and got problems with downloading of apps in apple store. Before I was also living here but I had no problem with my old iPhone . It writes that region is not correct, yes it is true I bout my ex IPhone in Poland and my Apple ID is Poland with Poland card. At the begin I could download local apps and now I can not. What is the problem? Can you help me please? I am not interested in to change my regio as I don’t have local card with CVC code. So please can you do something I can download apps again? It is very nessesery for my work.
