I removed an app from the home screen but not from my library and I can’t get it back. There is no delete button and no add to Home Screen button. What do I do?

You may have Screen Time Restrictions set to ON.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ iTunes & App Store Purchases ➔Deleting Apps : Set this to ALLOW.
