passcode change from another iphone
if i have forgotten my passcode can i change it from another iphone using my Apple id login details?

Sorry, no. the passcode exists only on the device, so unlike an Apple ID if you forget it there's no way to retrieve it. I'm afraid your only option is to erase the phone. Please see If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
