Big Sur has a button specifically for that in the System Preferences.
The Preference box is not new to Big Sur.

—Resetting NVRAM did not resolve: key combo or Terminal commands—
nvram StartupMute=%00
or
sudo nvram BootAudio=%0
—Resetting SMC did not resolve
—Unchecking and rechecking the preferences box did not resolve.

—mute not on, verified
—System Preferences toggled off and back on again did not resolve
