I found a watch but I can’t find the owner

I was diving in a lake and I found a working Apple Watch but it died soon after we tried figuring out the passcode so we brought it home to charge. The last apple watch i found in a lake the owner sent a find my phone message on the watch so we could call them but the owners of this watch didn’t. We could go into the watch and call anyone because we didn’t know the passcode so we couldn’t message anyone. We can’t really do anything with it and I can’t pair it to my phone because of the activation lock. Is there anything I can do
