Should I create an email address or an Apple ID first?

I am setting up old iPhone for brother in law. He doesn't have an email address nor Apple ID. Which should I create first? I have done this several times but each time phone won't recognise Apple ID .

You need to have an email address to create an Apple ID. So create the email address first, then use it to create the Apple ID.


An Apple ID is a combination of an email address and a password.

Depending on some details, an Apple ID can be an email address, or can be a telephone number in some places, or (for really old and un-updated Apple IDs) can be a nickname string.


An Apple ID can provide an email address as part of the Apple ID, or can reference an existing email address created elsewhere.
