I am sure that you have confirmed that the Apple One subscription is a Family Plan and not an Individual Plan.
I am also assuming that you are the organizer of the Family. Let’s check something else.
Open Settings ➔ Apple ID (Your Name at Top) ➔ Family Sharing ➔ Purchase Sharing (Under Shared With Your Family): Ensure that Share Purchase with Family is set to ON.

Hello Alex, I believe you just solved the mystery. So I’m my share purchases it’s a different ID than the one I used to purchase the Apple one. I tried switching but it wouldn’t let me. I think the simplest thing to do is cancel the Apple one in this ID and purchase it with the one we’re sharing. At any rate, thanks Alex.

Thank you for your prompt response Alex. In answer To your question, my wife and I are using separate IDs and we are both in the same family sharing group. I have purchased Apple One Family plan, but it doesn’t show under my subscriptions under my Apple ID in settings.
The title of your initial post states that the Apple One Family Plan does not show up on your wife’s device. From your last response it appears that it doesn’t show under subscriptions under your Apple ID as well.
Double check on both iPhones-
Open Settings ➔ Apple ID (Your Name at Top) ➔ Subscriptions: Check to see whether Apple One exists under ACTIVE. Click on it and ensure that it is the Family Plan and not the Individual Plan.
Another Place to check on both iPhones-
Open Settings ➔ Apple ID (Your Name at Top) ➔ Family Sharing: Ensure that all the subscriptions appear under SHARED WITH YOUR FAMILY.
