Keychain access on MacBook Pro will not click on (button clicks on briefly then goes off)

Wondered if there were any ideas? I tried to troubleshoot with an Apple Tech engineer a year ago to no solution. The keychain access button on the iCloud will not click. My account works fine on my 2008 Mac and my iPhone XR, but not on a MacBook Pro or a new iMac. I'de like to keep the old account but am about to transfer data to a new account via a backup. Just thought I'de see if there are new ideas?

No that doesn't work. Actually, I found my notes from the Apple Specialist. I was told, it was the manner in which the account was set up.....(possibly because the account was set up 2003-04?)


I cannot turn on two-factor authentication.


It's strange that I was able to get two factor authentication and keychain to work on my iPad and iPhoneXR but not on a MacBook Pro or a new iMAC?


I give up.
