Are you in possession of this locked iPhone? And if you do, it's locked how? Forgotten Passcode? Activation LocK?
If you’re talking screen locked, and If it is on and connected to WiFi, use https:www.iCloud.com/find and remote erase it. If you have it in hand, you can also use recovery mode and iTunes or finder on a computer and restore it as new.
Erasing it however does not disable activation lock.
