IPhone Storage

I have purchased 200 GB iCloud storage so that I can free up storage space on my iPhone 11 (currently just 47 GB of 200GB used in the iCloud). It is mainly photos that have taken up the iPhone storage and therefore need to be uploaded.

I have turned iCloud photos to on, photo streaming to on, and Optimise iPhone storage to on, however nothing appears to be uploading - now 24 hours later. I have also tried switching the phone off and on.

Any ideas what else I could do to try and upload my photos to the iCloud would be appreciated as still nothing happening.
