This can happen when the Call Waiting feature is either unavailable or set to OFF. This setting is not on your iPhone. This is a feature managed and provided by your carrier. Please contact your carrier and have their support team resolve the issue. It is probably just a matter of switching/resetting the Call Waiting feature at their end.
