According to Apple's records, there has been replacement iPhone and serial number issued in exchange for the iPhone that you have. The only thing is that the person did not return the iPhone to Apple. Where did you purchase the iPhone? If you purchased it form Apple then contact ➔ Apple Support or if you purchased it from a private seller then contact that person for more details.

That means that the phone you have was replaced by Apple, and that phone should have been returned to Apple. Either the previous owner did not return it, or it was stolen enroute to Apple. But either way Apple will have nothing to do with it.
