iCloud family sharing

I purchased iCloud family sharing 200 GB to share with my husband. It has uploaded all of my pictures etc to the iCloud. However my husbands iCloud still indicates that he only has 5GB. How do I get his iCloud to update to the family sharing?

Why does my husband share my. iCloud storage but I can't share his? Can you not set up family sharing to go both ways? So I can share my husbands storage (he has 1TB)? It only shows he can share my storage?
