after I download photos from iCloud to my mac, how do I erase the photos on iCloud to have more/new space in iCloud?

Simply delete the images from whatever device is connected to iCloud. Of course, that will delete it from all connected devices. Be certain that your photo album on your Mac is not connected to the cloud. Photos > Preferences > iCloud (deselect iCloud photos).
