Update Payment not working?

Apple is requesting that I update my payment method, but when I got to do it and hit ‘continue’, it zooms out as if something were to pop up in front of it but nothing ever does. And a yellow-greenish color fills the screen and then it fills itself back in with the screen and nothing happens after that.

If the payment method is ok:

Seems very strange:
