My Apple Watch will not reset when I press reset option

I am trying to reset my Apple Watch. I do not have the phone that it is pared with. I tried to reset it through the reset option on the watch but that is not working. I press it and then it just brings me back to reset option. What can I do next to reset my Apple Watch?

From a web browser,sign in to iCloud.com with your Apple ID.

Go to Find iPhone.

Click All Devices at the top of the screen.

Click your Apple Watch.

Click Erase [device]. Select Next until the device is erased.

Click Remove from Account.
