Can't reset iPhone or use Apple Pay

Having a nightmare trying to reset my phone. So something is going wrong with my phone, and I'm fairly sure it's something to do with my Apple ID/iCloud. For a while, I haven't been able to set up Apple Pay - Every time I click it in the settings the button just goes grey and the settings page freezes. I'm now trying to reset my iPhone and the exact same thing is happening, so I'm fairly sure it's related to my Apple ID. Managed to sign out of my Apple ID on my phone and disable find my iPhone, and I managed to get through to the erase all data and settings page, but when I click that the circle just spins continuously and doesn't ever go further than that.

I've tried restarting, a hard restart, signing in and out of my Apple ID (Which is buggy btw - Doesn't seem to properly register and I have to sign in twice before it actually stays signed in). Ideally I need to reset it to factory, but I can't exactly do that because it just freezes at every attempt.

Any ideas?
