How to make an attachment as icon in email using Big Sur.

MacBook Pro 13″, macOS 11.2

A single-page PDF will attach as the full document page. You can right-click/control-click/two-finger tap) on that PDF to open the Mail contextual menu, where you will find View as Icon. This is more of an aesthetic for you, as the recipient's email client is going to present it as an attachment anyway.
