Welcome to the Apple Community.

On a Mac ... a keyboard shortcut for opening an emoji window is "Control" +"Command" + spacebar"

If that is not working for you:

Wondering if setting uproar own "keyboard shortcut" might help ?

Adjust the onscreen and external keyboard settings on iPhone
