Printshop 4 is apparently still not 32-bit compatible.

You cannot run it in Catalina or Big Sur. No way, no how.

You'll have to find a suitable replacement or use it with an older OS.

Print Shop 5 is a paid update for Catalina or Big Sur 64-bit usage. Others have reported in the community that it is a horrible port of the Windows version and may not support your older print shop files. I don't own it.

You may find yourself stranded on an older Mac that still supports Print Shop 4, or recreating your existing documents with another tool such as Swift Publisher v5.5 in the Mac App Store, or as a free trial from the vendor's site. Swift Publisher will not import your Print Shop 4 documents.

Run this Through a Virtual Machine:

If you were to use a Virtual Machine(VM), you could install it on that, if compatible. Basically, it is (Windows-in-a-window). You would open items in it, and run the application right off of that. You would use the VM in its own window, while your Mac is running in the background.  WordPad and all would be accessed and would operate as desired on the VM. Virtual Machine applications include VMWare Fusion and ParallelsLearn more here: What Is a Virtual Machine? - VMWare Support.
