Why is my payment method being declined? The Visa debit card I'm using is valid and has a balance as I'm able to use it for other purchases (online and in-person).

Does the address and country held by your card bank match the address and country set in Settings, (your name), Payment & Shipping?
also have you installed a VPN?

Make sure the addresses match
Uninstall VPN if you have one installed
Also, not all debit cards are accepted by Apple and in some regions they are not accepted at all.
