how do i create apple id for a child on iphone 6s without setting up payment method

The child account does not need a payment method if created as explained in the link above.
If using the steps provided above, the adult Family Organizer's account used to create the child account does require a payment method. But normally the adult should have a payment method.
If you have no payment method on your account then you cannot use Family Sharing and as such cannot create a child account who's age is under 13 as explained in the link I provided above.
You can create an Apple ID outside of family sharing without a payment method, but the age will need to be set to over 13
