Bought more iCloud storage, still got message saying not enough. Signed out of Apple account, then signed back in. Most of my photos gone but still saying that I don’t have enough storage…

Adding iCloud storage doesn’t provide more local storage.
The iCloud storage provides a place to transfer some of the iPhone contents; the stuff that you don’t want to delete.
