How do you sync iPhone contacts with FaceTime on iPad?

Your Contacts can be synchronised between devices that are signed-in to iCloud with the same AppleID. You simply need to enable Contacts in iCloud on both devices:
Settings > [Your Name / AppleID] > iCloud > Contacts - set to ON
