I have a new iPhone 11 and when I installed Outlook.com email on the phone, it didn't have a slider to sync Notes, only Mail, Contacts, Calenders and Reminders. The Notes slider doesn't even show up in the list of items available to sync?
If you add it through the Outlook.Com option under the iOS mail app only Mail, Contacts, Calendars, and Reminders are added.
Add again through the "Other" option under the iOS mail app. Provide the same outlook credentials, you will see you will be given the option to add Notes from Outlook.
