I want to use a different email address for my Apple ID (create a new account). is it possible to merge with my old account and have the same purchases and everything associated with the old ID?

Change your Apple ID - https://support.apple.com/HT202667 - "Follow these steps to change the email address that you use as your Apple ID." Plus special instructions if you want to change your Apple ID to an @icloud.com address. You may also wish to turn off "Find My" before changing information and turn it on again afterward.

Thank you for the link. Very useful. I thought I would have to create a new ID and start again so I was just thinking about how I could save photos etc but I guess I don't need to worry now. Thanks
