.plist files aren't typically downloaded. Generally they are created (or recreated) by the apps or processes that need them.

Are you having some problem that gives you reason to believe you need to download a .plist? If you tell us about it we might be able to help you find a solution.

If you are able, please also tell us which Mac model and year you’re having trouble with, and what macOS version you’re running. You can find that info by clicking the  (Apple) menu at the top-right of your screen and then select About This Mac.
